The Internal Revenue Service intends to award a sole source fixed price contract to Standard and Poor, of Englewood, Colorado on or about August 15, 2010. IRS has a need for contractor assistance to acquire a commercial, off the shelf open architecture financial data sharing/searching system or systems based on the SEC’s EDGAR system. The system(s) will be used by Researchers, Economists, International, and Revenue Agents within the Large and Mid-sized Business (LMSB) IRS Business Unit Center and other organizations during the period from the date of award through twelve months thereafter, plus four one-year options. The NAICS Code is 511210; the small business size standard is $25,000,000.00. This is a firm fixed price acquisition, with multiple contract awards possible. The products to be provided shall be in compliance with Section 508 of the Rehabilitation Act of 1973. The contractor must have significant experience in the design, development, and application of the financial database software functionalities required for this project. The contractor must also possess in-depth knowledge regarding the analytical processes and data presentation issues. The contractor must have the ability to deliver an open-architecture financial data sharing and searching system for incorporation into IRS operations. The contractor must have detailed knowledge of SEC filings, US private company reports, international company filings, financial ratio analysis and graphic comparative analysis of corporation’s structures. The contractor must have detailed knowledge of Non SEC Private Company filings, financial ratio analysis, and graphic comparative analysis of corporation’s structures.
