The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to Elsevier, 360 Park Avenue South, New York, NY. The authority for this sole source procurement is FAR 13.106-1. The purchase order requires Elsevier to develop, produce and disseminate a special supplement to the American Journal of Obstetrics and Gynecology (AJOG), commonly known as the Gray Journal. In addition to the creation of a print publication (special supplement) which will accompany a journal issue in the winter of 2007, the full-text will be provided online through Elsevier (free access URL). A full page, 4-color advertisement will also be included in the supplement for the purpose of promoting the CDC social marketing campaign One Test Two Lives. Elsevier will provide all labor and materials associated with this project. CDC scientists will serve as guest editors, and members of the Division of HIV/AIDS (DHAP) staff will serve as supplement managers. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this service under the above stated conditions are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
