The United States Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office intends to award on a sole source basis under the authority of FAR 13.106 to Thomas Telford Ltd., 40 Marsh Wall, London, E14 9TP, United Kingdom. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The ERDC Information Technology Laboratory (ITL) has a requirement to use Thomas Telford as a sole source to purchase perpetual access to their ICE 2012 Complete eBook Collection Top-Up, which will be available to all ERDC users. Thomas Telford is the sole publisher and provider of electronic access to their e-book collections.
