--NOTICE OF INTENT TO SOLE SOURCE

USACE, ERDC Contracting Office proposes to issue a sole source award to Elsevier Engineering Information, Inc., 360 Park Avenue South, New York, NY 10010-1710. The purpose of the award is for the vendor to provide electronic access to ScienceDirect Journals for the time period 01 January 2009 through 31 December 2009. Elsevier Engineering Information, Inc. is the sole publisher and provider of electronic access to these journals. This fact, coupled with the need for uninterrupted access to this information, makes Elsevier Engineering Information, Inc. the sole supplier for this project. A firm-fixed price award will be made utilizing the Simplified Acquisition Procedures. Any other responsible source able to provide the supplies is encouraged to respond to this announcement within 3 days after its publication. This is not a request for quotations and there is no solicitation available at this time.
