The U.S. Environmental Protection Agency (EPA), Office of Environmental Information (OEI), intends to purchase annual maintenance for Equivio Zoom Core Analysis Software. This purchase is on a sole source basis with the vendor Microsoft under the authority of 41.U.S.C. 253 (c)(1), FAR 603-1. Microsoft is the sole and exclusive provider and distributor of the software maintenance. The base period of performance for the base period is 12 month estimated to begin December 15, 2015. Any firm that believes it is also capable of providing the software maintenance may respond to this notice and shall provide a capability statement and indicate that the firm is challenging the statement that the vendor Microsoft is the sole provider of the software maintenance.
