14 -- Low Cost Explosive Warhead Fill for the Joint Standoff Weapon System (JSOW-C)

The Naval Air Systems Command (NAVAIR) Conventional Strike Weapons Program Office (PMA-201) intends to initiate a Foreign Comparative Testing program and invites full and open competition. NAVAIR seeks the availability of potential sources to provide a low cost explosive warhead fill to be used in the Joint Standoff Weapon System (JSOW-C) Broach Augmenting Charge. The new explosive fill shall be a non-developmental item capable of passing a battery of naval Insensitive Munitions (IM) tests (in FY07) while retaining comparable performance to the current PBXN-110 explosive fill. Additionally, the new fill will demonstrate reliable propagation of detonation between the booster pellet and the main charge; charge integrity after accelerated ageing under adverse service conditions; and successful demonstration of explosive loading in a production environment. Responses to this market survey are due on or before 18 February 2006 and must include a product description with performance parameters and a statement regarding current availability, indication of the technology readiness level or maturity of the technology, summary of prior testing, test reports, summary of logistic and maintenance requirements, an estimated schedule, and an estimated cost for twenty-one (21) test articles and three (3) weeks of test support at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD.
