This solicitation is a Sole Source Procuremen This solicitation for commercial items is prepared in accordance with FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice and in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Part13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a FIRM FIXED PRICE Request for Quotation (RFQ) being issued by the Western Federal Lands Highway Division (WFLHD), a division of the Federal Highway Administration, for Idaho Department of State Lands Road Use Permit. The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source, State of Idaho Department of Lands, 3284 W Industrial Loop, Coeur D'Alene, ID 83815 under the authority of FAR 13.106-1(b)(1)(i). Due to requirements in the Idaho State Constitution, only this suggested source can furnish the requirements, to the exclusion of other sources. All responsible offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract action based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this solicitation is 926150, an industry small business size standard has not been established and the Product Service Code (PSC) is F114. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government. If you are interested in this acquisition, you may participate by submitting your response in accordance with the instructions in this solicitation. Contractor must be registered and active in www.SAM.gov prior to award of order. Questions regarding this requirement shall be submitted no later than Thursday, 3/08/2018, at 4:00 pm Pacific Time to Doug Taylor at [email protected]. Response to this RFQ shall be submitted no later than Friday, 3/09/2018, at 3:00 pm Pacific Time. All submissions shall in PDF and shall be submitted via email to [email protected]. The Government reserves the right to request such additional information as may be necessary to determine the offeror's qualifications for award or to clarify any aspects of the technical and/or cost/price submissions. Such information shall be furnished promptly upon the Government's request. Offerors shall not be reimbursed the costs of developing a quote for this RFQ. Quote MUST include the following information: • A completed copy of the Schedule of Items in Section A or the same information on a similar vendor-generated price quote sheet which includes your Unique Entity Identifier (DUNS); and • A completed copy of the representations and certifications at FAR 52.212-3 -or- a statement on the quote confirming the provision is complete, current, accurate, posted in www.SAM.gov and is applicable to this solicitation
