Full Definition
A Request for Information (RFI) is a pre-solicitation market research tool used by contracting officers under FAR Part 10 to gather information from industry before deciding how to structure a procurement. RFIs are explicitly not solicitations and do not result in contract awards or create any obligation on the government. They typically ask industry to describe relevant capabilities, past experience, estimated pricing ranges, potential teaming arrangements, and recommendations on how to structure the requirement. The government uses RFI responses to determine the appropriate acquisition strategy, NAICS code, contract type, and whether to set the procurement aside for small businesses. Why It Matters
Always respond to relevant RFIs even though they do not lead directly to awards. Your response shapes how the government structures the eventual solicitation and can influence the NAICS code selection, set-aside determination, and evaluation criteria in ways that favor your capabilities. RFI responses put your company on the contracting officer's radar and establish you as a serious participant in that market space. Keep responses concise and focused on demonstrating your specific qualifications. Include relevant past performance, key personnel, and any unique capabilities. Many small businesses skip RFIs because there is no immediate award, but this is a strategic mistake that surrenders influence over the procurement to competitors who do respond.

The Department of Veterans Affairs posts an RFI asking whether small businesses can provide AI-powered medical records analysis for 150 facilities nationwide. A small business responds with a detailed capabilities brief covering their machine learning platform, three relevant VA subcontracts, and HIPAA-compliant infrastructure. Based on responses from five qualified small firms, the VA decides to set aside the eventual $8 million RFP for small businesses under NAICS 541511.
