Lowest Price Technically Acceptable (LPTA) is a source selection process governed by FAR 15.101-2 where proposals are evaluated on a strict pass/fail basis for technical acceptability, and the contract is awarded to the lowest-priced offer that passes all technical requirements. There is no tradeoff between technical merit and price — a proposal that barely passes technically will beat a superior technical proposal if its price is lower. LPTA is appropriate when the government can clearly define minimum requirements and does not expect meaningful quality differences between vendors. Per the 2018 Section 880 NDAA restrictions, agencies cannot use LPTA for contracts exceeding $5 million in certain categories, including knowledge-based services, cybersecurity, and auditing. The contracting officer must document why LPTA is appropriate in the acquisition plan.
Why It Matters
LPTA procurements are common for commoditized services like janitorial, grounds maintenance, and basic IT support where requirements are well-defined and quality differences between vendors are minimal. For small businesses, LPTA can be a double-edged sword — it removes subjective evaluation bias but rewards the lowest bidder regardless of qualifications beyond the minimum. The best strategy is to meet every stated technical requirement precisely while aggressively minimizing overhead, indirect rates, and profit margins. Review the solicitation carefully for mandatory requirements — missing even one makes your proposal technically unacceptable regardless of price. Consider whether your cost structure can realistically compete before investing in proposal development, and focus your technical volume on clearly demonstrating compliance rather than exceeding requirements.

An Air Force base issues an LPTA solicitation for facility maintenance services valued at $3.2 million over three years. Five vendors submit proposals. Two are rated technically unacceptable — one failed to demonstrate required HVAC certifications, the other missed a mandatory staffing requirement. Of the three acceptable proposals priced at $2.9M, $3.1M, and $3.0M, the $2.9M proposal wins despite having the least experienced team, because all that matters under LPTA is the lowest price among technically acceptable offers.
