The GSA Multiple Award Schedule (MAS), formerly known as GSA Schedule or Federal Supply Schedule (FSS), is a long-term government-wide contract program that provides federal, state, and local government agencies a simplified process for obtaining commercial products and services at pre-negotiated prices. The MAS consolidation in 2019 merged over 20 separate schedules into a single solicitation with hundreds of Special Item Numbers (SINs) covering IT, professional services, office supplies, furniture, scientific equipment, and more. MAS contracts run for a 20-year period with GSA conducting periodic reviews. Vendors must negotiate pricing based on their commercial sales practices using the Most Favored Customer principle, and prices are published on GSA Advantage (the online shopping platform). The MAS program generates over $40 billion in annual sales, making it the largest government contract vehicle by transaction volume. Schedule holders must meet ongoing compliance requirements including the Industrial Funding Fee (0.75%), quarterly sales reporting, and the Trade Agreements Act (TAA) country-of-origin rules.
