NASA/NSSC has a requirement for a deposit account for library document deliveryservices for all NASA libraries. These services allow remote library patrons to requestcopies of journal articles, conference proceedings, historical documents, or many otherdocuments. NASA/NSSC intends to purchase the services from Linda Hall Library, 5109 Cherry Street,Kansas City, MO 64110. Pursuant to FAR 13.106, the acquisition of these services hasbeen determined to be reasonably available from only one source. Competition isimpractical for the following reasons: 1) The vendor is the largest engineering libraryin the United States and is familiar with virtually every science an d engineeringjournal published and used throughout NASA. 2) The vendor provides both color and blackand white document delivery services. 3) Delivery can be provided either by email orelectronic means to include Ariel, Odyssey and Docline. 4) The vendor provides book loanservices. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 5, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
