VA NY/NJ Veterans Integrated Service Network (VISN3) intends to negotiate a sole source procurement with EBSO INDUSTRIES for subscriptions to their exclusive medical databases (ex. CINAHL, Psych. & Behavioral Sciences, Medline, Cochrane, and Business & Full text elite) as well as the full-text online journals offered with these databases for use by the multiple VA Medical Centers of VISN3. The VA intends to procure this requirement on a sole source basis in accordance with the statutory authority of 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed period of the contract will be for a base year + 4 option years. NAICS Code 519120 Libraries and Archives applies to this procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes EBSO INDUSTRIES is not the only source for this requirement may notify the Contracting Officer by email within 5 business days from the date of the publication of this synopsis. (i.e. no later than May 12, 2010) . Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses can be sent by email to
