THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award to award a sole source contract under statutory authority 10 USC 2304 (c)(1), set forth in AIDAR 706.302.70 Impairment of Foreign Aid Programs. USAID, Ronald Reagan Building, 1300 Pennsylvania Ave., NW, Washington, DC, 20523, intends to enter into a sole source with Logistical Technical Services, (LTS) for the continued support of the Development Experience Clearinghouse (DEC) with an estimated value of $771,350.00. The purpose of the extension covering the period of April 1, 2008 through September 7, 2008 is to act as a bridge until a new competitively awarded contract can be executed. The Development Experience Clearinghouse serves as a crucial depository of Agency knowledge, experiences and lessons learned that are relied upon in foreign aid planning and budgeting processes. LTS is the only contractor who possesses the specific operational knowledge and readily available trained staff who can provide a seamless continuation of services and prevent knowledge loss. Contractor will provide ongoing support and assistance required to support the Development Experience Clearinghouse. This includes: acquiring development experience materials, processing and cataloging, performing special processing of development experience reports and materials, scanning reports, maintaining a USAID thesaurus of development descriptors, providing technical support and training, and administering the DEX Database. RESPONSES TO THIS NOTICE This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meet the Government?s requirements may submit an affirmative response demonstrating understanding of the requirement and written statement of capability. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Affirmative written responses must be received no later than 1 p.m. local time, March 13, 2008. If no affirmative written response is received by March 13, 2008 a contract may be issued to Logistical Technical Services (LTS) without further notice.
