Notice of Intent to Sole Source This is a Notice of Intent to Sole Source the following requirement. Installation of Siemens Desigo Software and associated devices at the Washington DC Veterans Medical Center. Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT). Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization). This is not a request for proposals. This notice does not represent a commitment by the government to pay for costs incurred from the preparation and/or submission of data in response to this notice. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Information received in response to this Notice will be considered solely for the purpose of determining whether to conduct a competitive requirement. Scope of Work: Per the scope below the vendor shall provide all necessary labor, and materials to install Siemens Desigo Software. Provide the Siemens Desigo CC Version 4.1 graphical user interface software. Provide Desigo CC Version 4.1 Standard Feature Set: MAX Client Licenses, Remote Event Notification, Full graphics editor. Point licensing for current points plus 50+% spare capacity. Siemens shall provide all new PC hardware including (1) workstation server and (1) new client workstation, utilize existing monitors, keyboard, and mouse. Price includes all labor to install and configure the software. Install flash firmware on all existing Siemens DDC field panels to communicate with Desigo CC. Create all new graphics for VA Hospital in the native Desigo format. Siemens and VA personnel to develop the graphic standards to be used throughout all new graphics. The new graphics shall match the current graphic functionality with the additional features inherent with the Desigo graphics such as graphic vector scaling to monitor size. Siemens estimates over 360+ total graphics including backgrounds and equipment. Any future graphics shall be created in the Desigo format only. Duplicate graphics will not be created on the existing to remain Insight server. Provide 40 hours of owner demonstration/training. Additional classroom training is available at the local Siemens training center. Additional onsite training may be purchased on a time and material basis. Document and report all labor hours of the Service Project Manager (1), Service Specialist (1) and Engineer (2). Based on the market research conducted, only one responsible source was found which can satisfy agency requirements. Siemens Industry, Inc has proprietary ownership and manufacturers of the Desigo software. Siemens is currently the owner of the Insight and Apogee software presently used to manage the HVAC system. The components of the Insight and Apogee systems are no longer manufactured and cannot be supported for installation or repair. The Desigo system is the only system that will interface with existing software, electronics, and hardware to maintain the Energy Management System at the DCVA.
