D--TAC-18-44102 Region 1 New Contract for LEC Services at VA clinics in American Samoa

The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for existing Local Exchange Carrier (LEC) services in the territory of American Samoa. These LEC services include plain old telephone (POTS) service, Digital Subscriber Lines (DSL) service, High Speed Internet Services (10Mbps), Integrated Services Digital Network (ISDN), Primary Rate Interfaces (PRIs), Data T-1 circuits, Direct Inward Dialing (DID) and Ethernet data services. The Contractor shall provide these telecommunication services 24 hours per day, seven days per week with maximum service availability. The intended sole source award will be a firm-fixed price contract with Bluesky Communications, 478 Laufour Shopping Ctr, Pago Pago, AS. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industrial Classification (NAICS) for this effort is 517311. The anticipated award date is April 1, 2018.
