Notice of Intent to Sole Source to for Base Telephone Services at Naval Air Station, Fallon, NV.

NAVSUP Fleet Logistic Center San Diego – Seal Beach Detachment intends to issue a sole source purchase order in accordance with the Clinger Cohen Act of 1996 and using the authority under FAR 13.5 to CC Communications of Fallon, NV. The proposed contract action is for the procurement for telecommunication services to include the use of the Base Telephone Systems (BTS), to include engineering, furnishing, installing and testing (EFI and T), maintaining, providing upgrades and enhancements, and making operational all hardware and software necessary to meet the requirements for the (BTS) already provided and in use at the NAS Fallon. The BTS also interconnects with the Defense Switched Network (DSN) and the ‘Networx Universal’ to provide a comprehensive set of telecommunication network services to meet Government requirements for National Security and Emergency Preparedness (NSEP) and will provide migration to an Integrated Services Digital Network (ISDN). The Government intends to solicit and negotiate with only one source under statutory authority, Section 4202, of the Clinger-Cohen Act. Naval Air Station Fallon’s existing system was purchased from CC Communications which, is only company that can provide the services and the hardware and software maintenance (including any necessary upgrades and equipment) to its equipment. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
