99 -- DOAMS Telescope-Removal & Transportation

It is the government’s intent to issue a sole source purchase order to Brashear LP under the authority of FAR 13.106-1(b). The purpose of this contract is to disassemble a Contraves Model 600 Distant Object Attitude Measurement System (DOAMS) telescope; transport it from White Sands Missile Range (WSMR) in New Mexico to Brashear LP in Pittsburgh, PA; and store the telescope for up to 12 months. The contract will also include the removal of the astrodome that houses the telescope, its azimuth base assembly and support systems and transport it from WSMR to Vandenberg AFB, CA. Period of performance to disassemble and transport will be 2 months after award. The proposed contract action is a 100% small business set aside. NAICS code is 333314. Business size standard is 500 employees. This notice is not a request for competitive proposals. However, the Government will consider all proposals received within 7 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
