R --Request for industry Comments on the Volpe On-Site Technical Support Services Acquisition

NA Description INVITATION TO PROVIDE COMMENTS ON THE VOLPE NATIONAL TRANSPORTATION SYSTEMS CENTER REQUIREMENT FOR ON-SITE TECHNICAL SUPPORT SERVICES This is not an Invitation for Bid, a Request for Proposal or a Request for Quotes. The Volpe National Transportation Systems Center is inviting industry comments and recommendations on its upcoming requirement for On-Site Information Support Services. These services are currently being provided under contract DTRS57-00-C-10045 with Computer Sciences Corporation. For information purposes, a redacted version of the current contract may be viewed at the following Website: http://www.volpe.dot.gov/foia/docs/c-10045.pdf Please note that the contract shown has subsequently been modified to require all work performed to be completely performance-bas ed. Also, the type of contract has been converted to be entirely Cost-Plus-Award-Fee. It is anticipated that this follow-on acquisition will involve essentially the same scope of work and magnitude of effort as found in the current contract, excluding the Operations Research and Analysis contact line item. It is expected that the solicitation for this effort will be issued during February 2005. Please note that there will be a contract transition period immediately following contract award with a duration of approximately 90 days after award.All firms interested in this acquisition are invited to review the current contract and provide comments tothe Volpe Center. Although there are no time constraints for providing comments, it is requested that initial comments be submitted to us by D ecember 10, 2004 to coincide with the ongoing RFP development process. The primary purpose for soliciting your input on this acquisition is to provide to those interested parties the opportunity to participate in developing the most effective, efficient and flexible solicitation and resulting contract to satisfy the Government’s requirements for these services.In particular, the Volpe Center is interested in industry comments regarding: Overall comments on the scope and structure of the Statement of WorkAny suggested approaches to the general format and structure for the RFP Contract Type.Relevant Labor Categories and Personnel Qualifications, Space requirements, including office space and parking,Contract transition considerations,IT Security considerations, including Disaster Recovery /Continuity of Operations,Applicability of Project Management approaches to this effort, including Earned Value Management,Applicability of Organizational Conflict of Interest provisions, such as are included in the current contract,Simplified or streamlined proposal preparation instructionsPast Performance, and other proposal evaluation criteria,The Volpe Center may incorporate industry comments in part or in whole into future releases of the Request for Proposals (RFP), including the Statement of Work (SOW). The Government is not soliciting proposals at this time.
