The U.S. Department of Transportation, Research and Special Programs Administration, Volpe National Transportation System Center (Volpe Center), intends to negotiate on a sole source basis under the statutory authority of 41 U.S.C. 253(c)(1) ¡§Only one responsible source and no other supplies or services will satisfy agency requirements¡¨ with a small business, Coherent Technologies, Inc. (CTI), located in Louisville, Colorado. The Volpe Center, in support of the Federal Aviation Administration and the National Aeronautics and Space Administration, is acquiring pulsed CTI brand name WindTracer„µ Doppler light detection and ranging (LIDAR) system engineering and analysis services to support the deployment of the specialized wake turbulence measurement system at airports and other test s ites. Government market research indicates that CTI is the only manufacturer of the pulsed WindTracer„µ LIDAR that includes the CTI proprietary algorithm for processing backscattered laser energy signals for wake turbulence detection and characterization. CTI¡¦s system development staff possesses extensive knowledge in the area of wake turbulence detection and airport operations in general which makes it uniquely qualified to provide the required engineering and analysis services. The effort to be acquired by the Government includes the following: repair and maintenance and further optimization of system setup or operations for Government owned CTI WindTracer„µ Doppler LIDAR systems; modification of the CTI WindTracer„µ Doppler LIDAR system software including the primary wake processing algorithm and its code implementation; support of CTI WindTracer„µ Doppler LIDAR system related data acquisition, data processing and analysis efforts; integration of supplementary instrumentation to improve the overall performance of the CTI WindTracer„µ Doppler LIDAR system to meet specific airport deployment requirements; and leasing of CTI WindTracer„µ Doppler LIDAR system for specific testing purposes for short-term (less than two months). The period of performance is estimated to be five years from the date of contract award. The North American Industry Classification System (NAICS) Code for this acquisition is 541990 and the small business size standard is $6.0 million. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms have 15 calendar days from the date of pu blication of this synopsis to submit in writing to the above named point of contact, clear and convincing documentation of their company¡¦s capability to provide required services. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days or without the required documentation will be considered non-responsive and shall not be considered. The Government shall not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to this synopsis, is solely within the discre tion of the Government.
