J -- Radio Upgrade

Department of Homeland Security (DHS), United States Coast Guard Telecommunication and Information Systems Command (TISCOM), 7323 Telegraph Rd, Alexandria, VA 22315-3940 has a requirement for the upgrade of (60 each) Motorola Astro Spectra radios by furnishing and installing encryption hardware, AES, DES,DES-XL, DES-OFB algorithm software, OTAR and Multikey software, upgrading to the latest operating (RSS) software, perform any subscriber updates currently listed by Motorola under it’s Service Repair Notification (SRN) program, align to manufacturer’s specifications and provide 2nd day express shipping from and return to a CONUS location. DHS/USCG intends to negotiate with Motorola Federal Markets Division on a sole source basis. It is the Government’s belief that only Motorola can fulfill this requirement. It is contemplated that award shall be made utilizing Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals. No telephone inquiries will be honored.
