H146--INTENT TO SOLE SOURCE - VISN 07 Water Quality Testing and Water Management Program Services to PHIGENICS, LLC

This statement of work includes all necessary labor, materials, and equipment necessary to provide Water Management Program Facilitation, Validation Testing, Continuous Water Monitoring, and Web based Data Management at the following VA facilities: Carl Vinson- Dublin, GA Water Management Program (WMP) Services • Safety WMP Facilitation • Service: The contractor shall assist the Water Safety Committee in the operation of the approved Safety WMP to include updating, verification, and validation of the WMP. • Equipment Service: The contractor shall provide monthly on-site service and a continuous cellular data connection for the following Phigenics equipment (if applicable) in accordance with the Specifications. o Phigenics WME-1175 PWA Advanced Monitoring System 2.0 o Phigenics WME-1075 PWA Base Monitoring System 2.0 The contract will be a sole source as no other services will satisfy agency requirements. Phigenics developed several of the VISN 7 facilities WMPs under various contracts, and the developed remaining sites currently operate the water management programs at all the VISN sites under contract GS-21F-0041Y 36C24722F0064. Due to Phigenics’ history with our facilities and its familiarity with our systems as well as their understanding of VHA Directive 1061, ANSI/ASHRAE 188, CDC toolkit, and additional relevant industry standards, Phigenics is the most qualified contractor to continue providing these services and will ensure uninterrupted facilitation of our Water Management Program.
