***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: March 1, 2021 Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award a sole source short-term contract to Phigenics, DUNS number: 178038910, Address: 3S701 West Ave, Suite 100, Warrenville, IL 60555 for continuous water quality monitoring, continuous temperature monitoring and maintenance of biocide in treated potable water. The equipment is proprietary to Phigenics. A short-term contract with an initial period of performance of 6 months, with an additional 6-month option (total of 12 months) is required until the VISN completes a new long-term contract with Phigenics. The short-term contract is being established to ensure continued services to the Columbia VA Healthcare facility for legionella monitoring, system maintenance and testing, until the overarching VISN wide contract with Phigenics is established. Therefore, the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code for this requirement is 221310, Water Supply and Irrigation Systems. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 2 days (NLT) February 26, 2021 at 4:00p.m. ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
