Page 2 of 2 Department of Veterans Affairs Veterans Health Administration March 9, 2021 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE VHA Deployment of Equipment Recertification, and Management of Surge Capacity (DERMS) Program Bridge Contract 36C776-21-Q-0163 INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to award a bridge contract on a sole source basis with HANDLE Global (Healthcare Asset Network, Inc.) for management of selected equipment (refurbishment, recertification, decompression, disposition, and/or redeployment) and inventory services for the entire VHA Healthcare System and Fourth Mission. The purpose of this contract is to act as a stop gap measure while VHA works on a follow-on acquisition. The performance period will be for three months, plus a three-month option to extend at the discretion of the Government, if necessary. The current performance period expiration date is April 7, 2021. REQUIREMENT: The Veterans Health Administrations (VHA), Program Contracting Activity Central (PCAC) requires a contractor to provide decompression, utilization, repair and redeployment, and/or disposition of personal property that is currently stored as excess inventory across VHA. A program requires elements of program and project management as defined by the Project Management Institute (PMI). The program requires the contractor to continuously perform the following: personal property decompression evaluation, disposition analysis, product repair, product utilization, personal property disposition and tracking of inventory, and develop data dashboards and metrics. ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that a single award, firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5. The applicable NAICS code is 811219 with a size standard of $22 million. DISCLAIMER: This notice of intent to is not a request for competitive quotes. Any response to this notice must show clear and convincing evidence that the responding company can meet the requirements of the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
