Service Agreement for Sony SH800 Fluorescence Activated Cell Sorter/Flow Cytometer (FACS) System

This is a sole source announcement. A written solicitation will not be issued. Health Resources and Services Administration (HRSA) intends to award a firm fixed price contract to Sony Biotechnology Inc. to procure a Service Agreement for one (1) each Sony SH800 Fluorescence Activated Cell Sorter/Flow Cytometer (FACS) System. The period of performance shall be for one 12-month base period and four 12-month option periods. This effort is in support of the National Hansen's Disease Programs (NHDP). This notice is provided pursuant to 40 U.S.C. 3304(a)(1) and FAR part 6.302-1: the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Extensive market research was conducted prior to the posting of this notice. Sony Biotechnology Inc. instruments are manufactured solely by Sony Biotechnology Inc. Sony Biotechnology Inc. is the sole source provider of spare parts for this instrument. Sony Biotechnology Inc. service engineers receive extensive training required for maintaining and repairing this instrument. Sony Biotechnology Inc. is the only known source capable of providing the required service agreement. The intent of this notice is not to solicit competitive offers. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. A determination by the Government not to compete this proposed contract action is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
