NOTICE OF INTENT TO AWARD SOLE SOURCE I. The Blood Bank section of Pathology and Laboratory Medicine Service located at the Michael E DeBakey VA Medical Center, 2002 Holcombe Blvd, Houston, Texas intends to solicit and award a Sole Source, Firm-Fixed-Price contract with one Large Business (LB) source, Best Theratronics, LTD., 413 March Rd Kanata, ON K2K OE4 CAN. Best Theratronics, LTD is an Original Equipment Manufacturer (OEM) for Raycell Mk2 X-Ray Blood Irradiator used to irradiate blood and blood products for the prevention of Transfusion Associated Graft-Versus Host Disease (TA-GVHD). The Blood Bank will be undergoing a major construction renovation. In order to prepare for this upcoming construction, the government will require contractor to uninstall, prep for storage and moved from its current location and reinstall back to operations at new location per the Contracting Officer Representative (COR) instructions until contractual project is complete. Upon completion of construction project, contractor will uninstall, prepped for storage and moved from its current location and reinstall back to operations at new location per the COR instructions. The Blood Bank is required to maintain certification and validation from the vendor to safely utilize the Raycell Mk2 X-Ray Blood Irradiator on the blood products that are needed by our Veterans. The only way to maintain Blood Bank s validation, certification and accreditation with the American Association of Blood Banks (AABB), Food and Drug Administration (FDA) and the Joint Commission on this instrument is to have Best Theratronics Ltd., manufacturer of the instrument, provide the required services with relation to this instrument. Contractor will provide the following services for the Raycell Mk2 X-Ray Blood Irradiator : Safely disconnect the instrument Move to the designated storage area Move to the new permanent location (after construction is completed) Reinstall equipment to operations II. The North American Industry Classification (NAICS) code for this acquisition is 811219-Other Electronic and Precision Equipment repair and Maintenance. Standard in millions of dollars is $22.0. III. This purchase will be made under Simplified Acquisition Procedures and Other than Full and Open Competition, as authorized by FAR 6.302-1 and in accordance with FAR 13.106-1(b). The Government intends to award a Firm-Fixed-Price contract, in accordance with FAR 16.202-1. IV. The anticipated award date is December 14, 2020. Interested contractors, in addition shall provide the following information as an attachment to your response: 1. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services under the same or a related NAICS codes. 2. Identify any other companies owned (wholly or in-part) by the owners of this business who provide goods or services that are registered under the same or a related NAICS code with the Center for Veterans Enterprise (CVE); Provide the certification type (SDVOSB/VOSB), Federal Identification Number, and state of incorporation for each. 3. Do you plan on responding to a solicitation for this requirement with a Joint Venture utilizing multiple owned companies as majority or non-majority owner? Are you authorized by OEM (Best Theratronics, LTD) to perform required services, if so, provide evidence from OEM (Best Theratronics, LTD) to perform required services. VI. Interested parties shall identify their interests and capability to respond to this requirement within Ten (10) calendar days of the publication of this notice. Any response to this notice shall show clear and convincing evidence that competition would be advantageous to the Government. Interested parties shall submit clear evidence with the capability to meet government requirement. To include but not limited to: 1. Capability to disconnect the Raycell Mk2 X-Ray Blood Irradiator, move to the designated storage area, move to the new permanent location (after construction is completed) and reinstall equipment to operations and make ready for use without voiding and or violating the manufactures warranty.
