J--Preventative Maintenance and Repair of Two Peak Scientific Nitrogen Generators

The U.S. Geological Survey, Upper Midwest Environmental Sciences Center, La Crosse, WI intends to make award on a sole source basis to Peak Scientific Inc. for preventative maintenance and repair of two (2) each Peak Scientific Nitrogen Generators, Model NM32LA. Services to include one-time onsite maintenance visit per year by engineer; all maintenance parts, labor and engineer travel fees; compressor service and compressor replacements when required; full function check; breakdown/repair service with priority engineer on site response time; all breakdown/repair parts, labor and engineer call-out fees; and upgrades as needed. The period of performance for the required services is a base period 1 Feb13 through 31 Jan 14 plus four option periods. Peak Scientific Inc. is the only known source for this requirement because they are the original equipment manufacturer of the generators. Therefore, Peak Scientific maintains the proprietary rights to the updates and maintenance and has no known authorized resellers. The generators are of a highly specialized nature and require expertise in repair. In accordance with FAR 5.207, all responsible sources may submit a proposal which shall be considered by the agency. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1).
