The Armed Forces Retirement Home (AFRH) formally announces its intent to issue a Request for Qualification (RFQ) for the development of portions of its campus in Washington, D.C (AFRH-W). The campus, which in its entirety is eligible for listing on the National Register of Historic Places, encompasses a National Monument, a National Historic Landmark District, a National Register listed Historic District and a District of Columbia Historic District. The AFRH-W is located between North Capitol Street, Harewood Street, Rock Creek Church Road, Park Place and Irving Street in Northwest Washington, D.C. AFRH is seeking qualifications from development teams to develop portions of the AFRH-W site under authority of the National Defense Authorization Act for Fiscal Year 2002 (107 P.L. 107, 24 USC § 401, et seq.), which authorized the Secretary of Defense to sell or lease excess AFRH real property. AFRH will not seek detailed redevelopment proposals in response to its RFQ. AFRH’s primary objective in the RFQ stage will be to assess the quality and capabilities of proposed developers and team members, including, but not limited to, key individuals. At completion of the RFQ stage, AFRH will identify a short list of the most highly qualified developers to receive one or more RFPs in the RFP stage of the overall selection process. All qualified responsible firms are encouraged to participate in this procurement.
