NOTICE OF INTENT (PRE-SOLICITATION NOTICE FOR A NON-COMPETITIVE ACTION): The United States Agency for International Development (USAID) Mozambique intends to make a sole source award of $1,064,574 to Chemonics International, Washington, DC, USA. The purpose of the award is, to increase the total estimated cost of an existing $18,834,971 contract with Chemonics to provide climate adaptation services in Mozambique. Chemonics will deliver the services by the end date of the existing contract: November 24, 2018. The original contract period of performance will not change. Chemonics International has developed a successful program delivering climate adaptation services in Mozambique under existing contract AID-656-C-14-00001. This increase to the total estimated cost of the contract will allow Chemonics to deliver more of the climate adaptation services specified in the original contract. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302(b)(5); Citation 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. The following applies in this case, allowing exception to fair and open competition: "An award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays."
