--Notice of Intent to Issue Sole Source Modification to Contract M09PC00036, OECM/

The Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to award a sole source modification under existing contract M09PC00036 with Industrial Economics, Inc., 2067 Massachusetts Avenue, Cambridge, MA, under the authority of 41 USC 253(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302. Additional effort is required for the Offshore Environmental Cost Model (OECM)/Market Simulation Model Upgrade Study as a result of identified revisions necessary to the OECM and MarketSim model structures and updates to accompanying documentation reports. The proposed contractor is the only source that can provide the required revisions and updates to the OECM/Market SIM Model to meet the critical April 2012 Schedules related to the 5-Year Environmental Impact Statement (EIS). This modification will increase the estimated cost by $166,105.00 that will expire on September 30, 2012. This notice of intent is not a request for competitive proposals. Responses to this notice must be emailed to [email protected] and received by 4:00 p.m. EST on March 15, 2012. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No additional information related to this notice will be provided.
