--Characterization & Potential Impacts of Noise Producing Construction & Operation

The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Intends to award a sole source modification under existing contract M10PC00055 for a study titled Characteristics and Potential Impacts of Noise Producing Construction and Operations Activities on the OCS, to JASCO Research Limited under the authority of 41 USC 253(c)(1), Federal Acquisition Regulation (FAR) 6.302-1. This modification will allow for the continuation of ambient noise data collection and to further identify, characterize, and analyze the levels and sources of noise in surrounding OCS waters under the base period of performance of the contract. The incumbent is the only responsible source that could complete this additional effort due to the need for continuity in data collection, in addition to the processing of the data that can only be accomplished using the expertise of the existing contractor who collected the baseline data. JASCO is the only source that can adequately describe underlying assumptions, data sources and rationales for approaches required for the data documentation reports related to this study due to their initial involvement. In addition, the reliability and accuracy of the data output can only be assured with the use of the existing acoustic analysis software that the contractor used for the initial analysis. This notice of intent is not a request for competitive proposals. This notice expires July 26, 2012. The Contracting Officer for the study is Lisa A. Algarin at [email protected].
