DESCRIPTION NOTICE OF PROPOSED CONTRACT ACTION: The Strategic Acquisition Center located in Frederick, MD (SAC-F) intends to negotiate a non-competitive award, a Firm-Fixed Price (FFP) sole-source with Encore Event Technologies to provide complete audiovisual (AV) services and equipment with capability to receive and present teleconference from VA Central Office during General Session meeting and handle all the audiovisual needs including set up and tear down, running sound boards and projection, and addressing technical issues with the AV equipment throughout the 73rd Annual National Advisory Committee Meeting and Conference. The meeting will take place April 30th May 3rd, 2019 at the Omni San Antonio Hotel at the Colonnade, 9821 Colonnade Boulevard, San Antonio, Texas, 78230. The hotel agreement between VAVS Partner, Inc. and Omni Hotel and Reports for the 73rd Annual National Advisory Committee Meeting and Conference indicates that Omni Hotel and Resorts has a preferred in-house audio-visual provider, Encore Event Technologies. Under the agreement: Audi-visual support will require rigging and dedicated power, and these must be supplied by Encore Event Technologies; Third-party High-Speed Internet Access is prohibited, and Encore Event Technologies is Omni s exclusive provider of high-speed internet and networking requirements within the meeting and hotel public space; Audio-visual support will require sound system and wireless microphones Omni Hotel and Reports reserves the rights to supply the in-house sound system, along with all audio support, and also reserves the right to supply in-house sound and wireless microphones to ensure all utilized frequencies are management appropriately; The use of a third-party supplier for the VA event's technology needs require additional charges for load-in and load-out supervision and house system technical assistance; and Omni Hotel and Resorts reserves the right to disapprove any outside contractors. STATUTORY AUTHORITY: In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. THIS SPECIAL NOTICE IS NOT A SOLICITATION or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested parties must provide evidence of their capabilities to fulfill the requirement within fifteen (15) calendar days after date of publication of this notice to Allen Smith, Contracting Officer, at [email protected] with a copy to Jacky Jean-Jacques, Contract Specialist, at [email protected]. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
