This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation (FAR) FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). The U.S. Military Academy at West Point has a requirement to procure the service described below: This procurement is for the Southeastern NY Library Resources Council's (SENYLRC) Land Delivery Service that picks up and delivers the publications covered in the ConnectNY agreement. ConnectNY is a consortium of independent academic institutions in New York State. The mission of ConnectNY is to share collections, leverage resources, and enhance services through cooperative initiatives and coordinated activities. All the libraries pay to belong, to provide the service, and pay to jointly purchase ebooks to share. This facilitates the sharing of hard-copy books and publications amongst NY Colleges. SENYLRC is the sole provider of the delivery service for ConnectNY. The annual fee is $5,250.00. FSC - V999; SIC - 4215; NAICS - 485999 ($14M size standard). The Government intends to award a single Firm-Fixed Price sole source contract to the Southeastern NY Library Resources Council's (SENYLRC), for the pick-up and delivery of publications through the ConnectNY consortium. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the service described above.
