The Department of Veterans Affairs, Network Contracting Office 09, hereby provides notice of its intent to award a sole source, firm fixed price contract 7-Axis Milling System to a small business Epica Medical Innovations LLC, located at 901 Calle Amanecer Ste 150 San Clemente, CA 92673-4219. The contract is expected to be awarded under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) Soliciting from a Single Source. A Justification for Single Source Awards for Other Than Full and Open Competition has been prepared. The anticipated award date is January 30, 2022. The Contractor shall provide all items detailed under Equipment and Software Required and provide all services detailed under Specific Tasks. Equipment and Software Required: The Contractor shall provide one (1) 7-Axis Robotic Milling that meets the following salient characteristics (technical): Salient Characteristics: 7-Axis milling system required. Height of unit must be 8 feet or less (8 maximum). System requires open-source CAD files that access the following files type: STL, AOP, VRML. System shall be capable of carving: Ankle Foot Orthosis (AFO) Knee Ankle Foot Orthosis (KAFO) Knee Orthosis (KO) Below the Knee Prosthesis (BK) Above the Knee Prosthesis (AK) Seating System Allow for creating custom orthotics. Thoracic Lumbar Sacral Orthosis (TLSO) Milling system shall have an approved Enterprise Risk Assessment (ERA) on file with VHA. An approved ERA is required in order to be able to network system computer with milling unit for file (STL) transfers. Milling system shall be delivered with and interface with a laptop for STL file transfers. Laptop shall have a Windows OS (Win 10 or newer) and a minimum of 16 GB of RAM. Laptop requires a minimum Intel Core i5 processor or better. Laptop shall have a video card (pre-installed) that has at least 2 GB of dedicated RAM. Milling system shall have the ability to produce/ carve at least 15 models per day. Milling system shall have the ability to carve the following materials: Polyurethane Plaster Cork EVA Wood Foam Milling system shall have the ability to cut trimlines. Milling system shall be capable of carving foot orthotics Specific Tasks: The Contractor shall complete / provide all services, labor, and tasks detailed below: Installation: Contractor shall be responsible for complete installation and implementation of the newly provided 7-Axis Robotic Milling System. Contractor is responsible for uncrating of delivered equipment. Contractor is responsible for moving the equipment from loading dock to installation location at the Nashville VA Medical Center. Installation Location is G352. Contractor is responsible for connecting milling system to existing dust collection system. VHA will not provide any materials or labor to facilitate this connection. It is the responsibility of Contractor to successfully connect new milling system to the dust collection system. Contractor is responsible for connecting the milling system to any required electrical and compressed air utilities necessary for system functionality. Contractor is required to fully test equipment after installation to ensure it is working properly. Contractor shall install any required software required for system use. Contractor shall interface the system with a Contractor provided Windows 10 laptop loaded with the appropriate/ compatible software. The Contractor shall provide an authorized OEM Field Service Engineer (FSE) to complete installation process (no exceptions). The Contractor shall be able to certify that the newly installed milling system is working properly after installation and testing is completed. Equipment (Hardware) Required: 7-axis robotic milling system (quantity 1). Windows 10 Laptop (quantity 1). Contractor shall provide end-user training (on-site) to Prosthetics staff (end-users). Trainer shall provide three total days of training after installation. Contractor shall be able to successfully install, configure, and test the newly provided robotic milling system in room G352 without any required space or utility modifications. VHA will provide power and power receptacle at the installation location. Contractor shall provide a 1-year warranty for the provided robotic milling system.
