38--New equipment Caterpillar 308E2 excavator.Currently using mini excavators 305 series for excavation in traditional sections. When the ground becomes too hard the digging force for the current mini excavators is not enough to break

1. Agency and Contracting Activity Identification: The Department of Veterans Affairs, National Cemetery Administration (NCA), Oakland Memorial Service Network, 1301 Clay Street, Suite 1230 North, Oakland CA 94612-5209, has received a requirement to purchase a brand name 308E2 HYD EXCAVATOR MA2. In accordance with FAR 8.405-6(b) we seek to use limited sources on GSA to acquire this equipment. 2. 2. Nature of Acquisition Being Approved: Circumstances require that this be done without the benefit of full and open competition. The proposed contract vehicle shall be a Single Delivery Award Task Order Agreement. The estimated cost of this acquisition shall be: $117,656.00. This acquisition is based upon the current active GSA FSS Contract GS-30F-0018U. 3. Description of Requirement: The NCA Oakland Memorial Service Network as requested by Riverside National Cemetery is requesting a 308E2 HYD EXCAVATOR MA2. The awarded contractor shall be to Caterpillar. The estimated cost is $117,656.00. 4. Identification of the Justification Rationale: This requirement is being procured under the authority of FAR Part 8.405-6 (b)(1) which provides that a competition may be limited if only one source is capable of responding due to the unique or specialized nature of the work. Riverside National Cemetery currently has a need to procure a brand name 308E2 HYD EXCAVATOR MA2 from Caterpillar. 5. Best value determination: The current Federal Supply Schedule (FSS) contract has been deemed fair and reasonable by GSA for its products and services. 6. Market Research: Market research indicates that all Caterpillar accessories are interchangeable with all current Caterpillar equipment on site. Current cemetery personal are all trained and certified to service and provide maintenance to the current Caterpillar machines on site, thus saving time and money on repairs for equipment that staff are not certified to service. 7.
