***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: March 31, 2022 The Department of Veterans Affairs, Dublin, Georgia on behalf of the Carl Vinson VA Health Care System (located at 1826 Veterans Blvd, Dublin, Ga 31021 intends to award a sole source procurement for the Haegarda 2000 units and Haegarda 3000 units vial injections. Item Description: CLIN 0001: QTY 30: HAEGARDA 2000 UNITS/ VIAL AND 30, unit VI, HAEGARDA 2000 UNITS/ VIAL. Salient Characteristics: Each vial of reconstituted HAEGARDA contains 500 IU/mL of C1-INH, 65 mg total protein, 10 mg glycine, 8.5 mg sodium chloride and 2.5 mg sodium citrate. Excipients with known effect: Sodium up to 486 mg (approximately 21 mmol) per 100 mL solution. The product package includes: 1 vial with HAEGARDA powder 1 vial of diluent (Sterile Water for Injection) 1 Mix2Vial® transfer device for reconstitution 1 inner carton The inner carton contains: 1 syringe (10 mL) for withdrawal 1 SC infusion set 1 hypodermic needle The components used in the packaging for HAEGARDA are latex-free The contract is a onetime requirement. The manufacturer and distributor is CSL Behring, LLC, DUNS number 931896963. The applicable NAICS code for this procurement is 325412- Pharmaceutical Preparation Manufacturing, with a business size standard of 1,250 employees. Furthermore, the Contracting Officer has determined that no opportunities exist for competition for either Service-Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB). The Contracting Officer has determined that CSL Behring, LLC is a Large Business; no other providers are authorized to resell or maintain the Haegarda 2000 units and Haegarda 3000 units vial injections at the Carl Vinson VA Health Care System (located at 1826 Veterans Blvd, Dublin, Ga 31021. Therefore, the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This is because market research efforts found that CSL Behring, LLC is the only exclusive reseller for this opportunity for the Carl Vinson VA Health Care System Pharmacy. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received within 3 days (NLT) March 17, 2022, at 3:30pm. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government.
