The Veterans Health Administration in Central Iowa VA Medical Center located in Des Moines, IA. intends to issue a solicitation for INPATIENT INTERIM HEMODIALYSIS/peritoneal Services under the Enhanced Medical Sharing Authority, Title 38 U.S.C. 8153 implementing Public Law 104-262 in accordance with VHA Directive 1663 for executing medical service contracts. The services are to be performed for the VA Health Care System Central Iowa (VACIHCS). All work is to be performed at the VA Medical Center location at 3600-30th Street, Des Moines, Iowa. Contractor shall perform hemodialysis/ peritoneal dialysis using portable devices and baths consistent with the latest technology available. Hemodialysis/peritoneal dialysis will be performed by technically qualified, experienced renal dialysis registered nurses under the guidance of the contractor's renal physician. Equipment disinfection and draw cultures will be performed by qualified technicians. In addition to routine patient assessments, pain assessments will also be accomplished by contractor personnel prior to and following dialysis. Information gained from the assessment will be documented and shared with VACIHCS staff on duty. Contractor employees will utilize the Computerized Patient Record System (CPRS) in Veterans Health Information Systems and Technology Architecture (VistA). Contractor employees will attend CPRS training prior to providing any patient care services, including on-call/emergency coverage at VA. Contractor employees will document patient care in CPRS to comply with all VA, Centers for Medicare & Medicaid Services (CMS), and Joint Commission requirements. Work performed may be either clinic or procedures. The type of contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The length of the contract is anticipated to be 5 years - one base year with four one year options. Services will be required beginning approximately August 1, 2014. While performing services for the VA, the contractor shall not knowingly employ, contract or subcontract with an illegal alien; foreign national non-immigrant who is in violation of their status, as a result of their failure to maintain or comply with the terms and conditions of their admission into the United States. The contractor must return a signed certification at the time of proposal that the contractor shall comply with any and all legal provisions contained in the Immigration and Nationality Act of 1952, as Amended; its related laws and regulations that are enforced by Homeland Security, Immigration and Customs Enforcement and the U.S Department of Labor as these may relate to non-immigrant foreign nationals working under contract or subcontract for the contractor while providing services to the VA.
