Auburn Complex Synopsis

This is a Synopsis for Upcoming Solicitation for O&M Services at the GSA Auburn Complex located in Auburn, Washington. Solicitation Number will be assigned at the time of solicitation. General Services Administration, Region 10, intends to issue a request for proposal (RFP) for Operations and Maintenance (O&M) Services for multiple buildings within the GSA Auburn Complex located in Auburn, Washington. The anticipated solicitation and resulting contract award will require all labor, management, supervision, tools, material, and equipment required to perform facilities investment services, inclusive of a preventative maintenance program and repairs for facilities. The O&M Services work includes a preventative maintenance program for facilities, installed equipment, and systems to ensure proper operation, minimize breakdowns, and maximize useful life. The work also includes service orders, both urgent and routine, maintenance on HVAC and refrigeration systems, fire protection systems, and other recurring services. The Government intends to award one Indefinite Delivery/Indefinite Quantity contract(s) to the responsible offeror whose proposal constitutes the most advantageous approach to meeting the services outlined in the Performance Work Statement. Award will be made utilizing a best value trade off source selection method in accordance with FAR 15.101-1 and will consider past performance and other technical factors. This may result in an award being made to other than the lowest priced Offeror or other than the highest technically rated offeror consistent with the evaluation factors. Upon receipt of proposals, the Contract Specialist will review quotes to confirm contractor responsibility and determine responsiveness. The Source Selection Evaluation Board will individually evaluate all proposals for technical quality and will score each factor as Exceptional, Very Good, Acceptable, Marginal, or Unacceptable. GSA intends to award a 12 month base contract with four options consisting of twelve months each. The North American Industry Classification System (NAICS) code is 561210. The proposed procurement listed herein is Total Small Business set aside. The RFP will be made available in electronic format only (Adobe Acrobat (.pdf) or Microsofit) and will be posted on the FBO website, on November 6, 2017. The Pre-Proposal Meeting/Site Visit is scheduled to be held on November 21, 2017, 10:00 AM PDT at GSA Regional Office Building, 400 15th Ave. SW, Auburn, WA 98001. Immediately following the Pre-Proposal Meeting, a site walk through the Auburn Complex will be conducted. Please plan on attending this important meeting. The cutoff date for final proposal related questions will be November 28, 2017, 10:00 AM PDT . The proposal due date shall be approximately 30 days after the RFP is posted, which is December 7, 2017, 10:00 AM PST .
