D--IOM/TAC-11-03027 Program & Financial Management Oversight Support New Work Modification

The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to execute a new work modification to contract VA118-10-P-0127, originally awarded on September 21, 2010 on the basis of other than full and open competition in support of the Integrated Operating Model (IOM) Major Initiative. The TAC intends to award a sole source modification incorporating additional level of effort under the contract option year to Turtle Reef Holdings (TRH), LLC, 5901 Kingstowne Village Parkway Suite 102, Alexandria, VA 22315, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to the authority of 10 U.S.C. 2304 (c) (5), 41 U.S.C. 253(c)(5), 38 U.S.C. 8127(c), the Veterans First Contracting Program as implemented by the Veterans Affairs Acquisition Regulations (VAAR) Subpart 819.7007. This new work modification will revise the prices currently reflected in the Option period, exercised June 24, 2011 and reflecting a period of performance from September 21, 2011 through September 20, 2012. The additional support services and new travel requirements to be incorporated by the proposed modification are identical to the current contract support being provided to the Corporate 21st century Financial Management (FM) Program; including assistance in capturing all pertinent information discussed at FM reviews, providing budgeting, planning, and operational planning support for general Project Management Office (PMO) support for all Presidential Management Agenda initiatives specifically for Corporate 21st Century Core efforts. These support services are required to assist VA in meeting the objectives for the "Establish Strong VA Management Infrastructure and Integrated Operating Model (IOM)" Major Initiative. IOM will implement a management structure to integrate VA's major corporate functions to enhance information-sharing and improve the effectiveness of the Department's mission and its delivery of service to Veterans. The North American Industrial Classification (NAICS) for this effort is 541611 with a corresponding small business size standard of $7M average annual revenue. The estimated date of award for this action is September 21, 2011. This notification shall close on August5, 2011.
