The Multiple Floor Renovation Project for Floors 23, 24, 27 and 29th located at the Jacob Javits Federal Building 26 Federal Plaza, New York, NY 10278

This is a presolicitation notice for the General Services Administration, Public Buildings Service, Region 2, Northeast and Caribbean Region (GSA). This is not a solicitation announcement, and this is not a request for proposal or related documents. The Gener al Services Administration (GSA), Public Buildings Service (PBS), Northeast and Caribbean Region is seeking a responsible and qualified General Contractor (GC) to provide construction services for the Multiple Floor Renovation Project on Floors 23, 24, 27, and 29 of the Jacob K. Javits Federal Building (FOB) located at 26 Federal Plaza, New York, NY 10278. The FOB is a 45-story, plus basement, Class-A office building built in 1967, and includes a 45-story addition (Annex) built along the west side of the original building in 1977. The two 45-story buildings function together as the Jacob K. Javits Federal Office Building (FOB/Annex, referred collectively in this document as the FOB). The project will require work to be performed in an occupied building within highly secure areas without disruption to the operations of the tenants. This project will involve multiple phases with some areas of work being performed concurrently and will include such work items as, but not limited to; hazardous material abatement, installation of new finishes, HVAC, electrical, and fire and life safety. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. The selected offeror will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the government. The solicitation will be available on or about May 18, 2018. Set-Aside: This procurement will be a total small business set aside. Contract Type : Firm-Fixed-Price The North American Industrial Classification System (NAICS) Code for this procurement is 236220, Commercial and Institutional Building Construction with a size standard of $36.5 million. The magnitude of construction for this project is between $10,000,000 and $20,000,000 All offerors submitting a proposal for this project must have an active registration in the System for Award Management (SAM), www.sam.gov, in order to be considered for award. In addition, in order for contractors to have access to federal space, the contractor will be required to adhere to the HSPD-12, Directive Clearance Process, in accordance with 48 CFR 52.204-9 – Personnel Verification of Contractor Personnel (JAN 2011).
