This is a PRE-SOLICITATION NOTICE only. This is not a request for proposal. General Contractor for Construction Services for the High Performance Green Building Follow-On Project at the Nazario Courthouse, Hato Rey, Puerto Rico. Reference may be made to FBO Sources Sought Notice No. 2PQC-ClementeRuizNazarioUSCH-GC, posted on April 13, 2015. The General Services Administration (GSA), Public Buildings Service (PBS) Northeast and Caribbean Region (Region 2) intends to issue a Request for Proposal (RFP) for a qualified General Contractor to provide construction services for the modernization of the Clemente Ruiz-Nazario U.S. Courthouse (CH). This requirement is anticipated to be 100% set aside for small business concerns in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5. The North American Industry Classification System (NAICS) code is 236220, with a size standard of $36.5 million average annual receipts. All responsible small business firms may submit a proposal. This will be a competitively negotiated acquisition governed by procedures in FAR 15. Source selection procedures will be used to select the proposal that represents the best value to the Government by using the trade-off process. A firm fixed price contract is contemplated. GSA anticipates issuing the Request for Proposal (RFP) approximately on or about August 3, 2015; with receipt of proposals at a minimum of thirty (30) calendar days later. All information, amendments and questions concerning this solicitation will be electronically posted at the FedBizOpps website via http://www.fbo.gov. The period of performance for this requirement is expected to be twenty-seven (27) months. The Estimated Construction Cost for this project is between the range of $5,000,000 and $10,000,000. This project will serve as a follow-on action to the High Performance Green Building (HPGB) project funded through the American Recovery and Reinvestment Act (ARRA) of 2009. The building is located at 150 Carlos E. Chardon Street which is on an existing 27 acre federal campus located in the Hato Rey area of San Juan. The modernization of the Courthouse and Federal Office building, aspires to greatly improve the environmental impact of the facilities. These facilities were constructed in the early 1970s, and, aside from small retrofits, were still utilizing the original base building environmental systems. The existing system cooled the facilities using chilled water air-handling units served by a water-cooled chilled water plant located in the basement of the FOB. The chilled water plant rejects heat to cooling towers located on the roof of the FOB. In addition to this central plant, there is an auxiliary exterior, grade-mounted chilled water plant that provides additional cooling when necessary. The facilities are located in the Hato Rey area of San Juan, Puerto Rico, which is a hot, humid environment. As a result, there is a continuous demand for cooling and dehumidification, particularly during the occupied daytime hours, and there is no demand for space heating. Improvements to the facilities have been implemented, including new window installations at the CH & FOB, to reduce load and increase efficiency of the building systems. In 2011 the high-performance green building modernization project began with the primary goal of reducing the annual energy consumption of the facilities and to further employ sustainable "green" strategies at the facilities therefore making healthier environments for their occupants. In this case, a healthier environment refers to greater thermal comfort, better indoor air quality, more comfortable lighting, and less toxic finishes (paints, floors, walls, ceilings, sealant, adhesives, etc.). To achieve this, the GSA committed to replacing all of the existing lighting and environmental systems with newer, more efficient, more effective systems. As originally designed the project was to, at minimum, comply with the 2009 International Codes (including Mechanical, Energy, and Plumbing, among others), and achieve Silver Certification in accordance with LEED-NCv3.0. The original HPGB project outlined above has been completed generally through its second phase, including the complete upgrade of the chiller plant, replacement of the majority of the power distribution and substations, and HVAC, lighting and ceiling upgrades to roughly 50% of the tenant the areas in the FOB and CH building. The project described by this document seeks to complete the intent of this project as close as possible to the original design intent as a "follow-on" comprising the unfinished portions of the Courthouse building per the original design documents for the HPGB, plus bid options, and additional work items in the FOB. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. The selected GC will provide construction for completion of the follow-on project that will be approximately 54,400 SF. Construction elements include but are not limited to building construction services, fire protection, lighting, mechanical and electrical upgrades, and asbestos abatement. A Pre-Solicitation Conference will be scheduled for July 30, 2015 at 9:00 AM. This event will serve as a forum to verbally present the information listed in this notice. The goal of the conference will be to familiarize the small business industry with the project opportunity and to provide for a networking session. In support and attendance will be The Puerto Rico Federal Contracting Center (FeCC), also known as the Procurement Technical Assistance Center (PTAC), which is a division of the Puerto Rico Industrial Development Company (PRIDCO), which focuses on assisting local businesses to sell their goods and services to the federal government. The event will be held at: Puerto Rico Industrial Development Company (FOMENTO) 355 Roosevelt Ave., 4th floor Theater room Hato Rey, PR 00918 Parking will be available for all attendees. Attendance is not required, but encouraged. Attendees should notify the Contracting Officer with notice of intent to attend. This event is open to all interested parties. It shall be noted, the official project information will be included in the forthcoming solicitation. The solicitation will not be released prior to or during this event. A Site Visit / Pre-Proposal Conference will also be held for this procurement. The date and time will be set-forth in the RFP solicitation or posted separately at the FedBizOpps website via http://www.fbo.gov . Interested firms are highly encouraged to attend. Interested firms must be registered in the System for Award Management (SAM), in order to receive a contract award. Firms can register via the Internet site at https://www.sam.gov or by contacting SAM Service Desk at http://www.fsd.gov. The solicitation and associated information will be available from the FedBizOpps website mentioned above. No telephone requests will be accepted. The solicitation will not be a sealed bid and there will not be a formal bid opening. All inquiries must be in writing, via email to the person(s) specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FedBizOpps posting. Offeror's will not be reimbursed for proposal submittal expenses.
