This is a combined synopsis/solicitation for commercial services in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is set-aside 100% for Small Business. Firm, fixed-price offers are requested under Request for Quotations (RFQ) solicitation number L09PS1353. This document incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-20. The NAICS code is 541830. The business size standard is $7.0 million.The Bureau of Land Management (BLM) Idaho State Office has a requirement to obtain Media Purchasing and Website Maintenance for Public Affairs as an on-call as needed basis for a one year base period, October 1, 2009 through September 30, 2010, with option to extend services for four additional one year periods. The vendor shall provide communication products for public education and outreach regarding wildland fire education and prevention, as well as wild horse and burro adoptions throughout Idaho. Vendor shall provide website services, media purchasing, creation of publications, and graphics. The vendor shall be responsible for website production: time frame of 5 years for website upkeep and maintenance. Graphics production: time frame of 6 months for receipt of completed, usable graphics to be utilized in publications for outreach and education. Vendor may also be requested to complete more graphics products within a five year time frame. The purchasing of media: to be purchased by November of 2009, and for other purchases throughout the 2010, 2011, 2012, 2013 fiscal years. QUALIFICATIONS OF PERSONNEL: All potential contractor personnel will be subject to the Homeland Security Presidential Directive-12 (HSPD-12), "Policy for a Common Identification Standard for Federal Employees and Contractors". This includes minimum requirements for Federal personal identification verification (PIV) system. Everyone with access to government computers and/or editable access to Government websites must have a favorable background investigation, including a FBI fingerprint check; for most people, this will mean a National Agency Check with Inquiries (NACI).
