RECOVERY ACT-THIS PRE-AWARD NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS BEING PROCURED THROUGH AN 8(A) CERTFIED COMPANY SOLE SOURCE AWARD. THIS IS NOT A REQUEST FOR PROPOSALS OR REQUEST FOR INFORMATION The Office of Marketing and Customer Service (OMCS) is responsible for producing and promoting the agency's marketing initiatives for the American Recovery and Reinvestment Act of 2009. Central to the goal of the marketing strategy is the placement of Web and print ads in various national and regional publications and on Web sites. This outreach effort includes placing ads with national, regional and specific audience segmentation media sources, and or organizations, as applicable. The contractor shall provide support to the agency's marketing and outreach efforts by providing the advertising services necessary to purchase Web and print ad space for the placement of SBA supplied animated and non-animated Web ads and print ads. The contract period is from September 1, 2009 through August 30, 2010 and is divided into two phases. Phase 1 : September 1, 2009 through January 29, 2010: In Phase I, OMCS will provide the contractor with animated and non-animated advertisements developed for the Web and ads designed for print products. OMCS will also provide the contractor with a list of selected media outlets and or organizations with which to place the ads. This list contains quoted prices for Web and print ad placements. In addition this list contains ad formats and specifications, timelines for submittal of Web and print ads, restrictions, number of placements (start and end dates), how many issues the print ad will appear, how long the Web ads will run (start and end dates) and number of impressions each Web ad will receive. Scope of Work: The Contractor shall place media buys in print products and on-line for SBA.
