The reason for this cancellation is the Government's need to amend the solicitation substantially to address unforeseen changes pertaining to Army transformation initiatives as it pertains to the need for the leasing of Latrines and Handwashing stations at the National Training Center. The necessary revisions include, but are not limited to: a. A reduction in the contract ordering period from a Base Year plus four (4) Option Years to a Short Base Year (~9mo) plus two (12mo) Option Years. b. A revised CLIN structure to address changes to stationing times of semi-permanent latrines at multiple locations. c. Changes to the ceiling of the IDIQ driven by forecasted frequency of leasing as it pertains to rotational training unit needs. These changes are not minor and fundamentally alter the scope, schedule, and structure of the requirement. As such, the aforementioned amendments after receipt of proposals are so substantial that they exceed what bidders could have reasonably anticipated. To amend the solicitation at this stage would be prejudicial to fair competition, as new offerors would likely have been interested, and initial offerors would have likely prepared their proposals differently had these revised requirements been known. This cancellation is necessary to preserve the fairness and integrity of the competitive process. This solicitation is for a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The purpose of this contract is to ensure sanitary facilities are available for soldiers and personnel across the installation and training areas.
