Description - HCAA/Armed Forces Institute of Pathology/AFIP has a requirement for the monthly delivery of reagent supplies that are compatible with two separate Genetic Analyzers manufactured by Applied Biosystems(AB). These two Genetic Analyzer models used are AB 3730 Genetic Analyzer and the AB 3130 Genetic Analyzer. HCAA intends to procure a sole source requirement for the reagents from the following small business organization: Edge Biosystems Inc, 19208 Orbit Drive, Gaithersburg Maryland 20879-4149 for a one-year period. I. Description of Reagents: Clin 0001: 55373 Performa DTR Ultra 96 Well Plate Kit:, quantity 206 Kits Clin 0002: 80808 V3 96-Well Short Plates, quantity: 18 Packs II. Description of the Equipment the above mentioned reagents must be compatible with Applied Biosystems 3730 and 3130 Genetic Analyzer III. Certifications the Reagents must meet: a. the Armed Forces DNA Identification Laboratory (AFDIL) standards. b. The Reagents must meet the American Society of Crime Laboratory Directors(ASCLD) accredited lab/FBIs Quality Assurance Document requirements c. Reagents must be developmentally validated by the company and internally validated by the Armed Forces Institute of Pathology DNA laboratory as well as pass stringent quality control before being released for casework. and d. Reagents must mee the DoD DNA registry Validation Methods. IV. Specification: The Reagents must provide reproducible and accurate test results for the AB 3130 and AB 3730 Genetic Analyzers. V. Period of Performance of monthly delivery of reagent Supplies on or about 27 October 2008 thru 30 September 2009. The Government intends to acquire a commercial item using FAR Part 12. This notice of intent is not a request for quotations. No solicitation will be made available. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This award will be made using simplified acquisition procedures (FAR Part 13). Oral communications are not acceptable in response to this notice.
