66--UPGRADE TO PLD CHAMBER SUBSTRATE HEATER

NASA/GRC has a requirement to upgrade the Pulse Laser Deposition currently in use here at our Center. NASA Glenn intends to purchase this upgrade from Kurt J. Lesker Company, 1925 Route 51, Clairton PA 15025-3681, since they have the proprietary technical drawings for it. No other vendor can build an upgraded heater to the required geometric accuracy without the technical drawing of the chamber. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in Far Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 26, 2012. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open basis, based upon responses to this notice, is solely within the descretion of the government.
