The Internal Revenue Service (IRS) intends to renew and establish Treasury Wide single source Blanket Purchase Agreements (BPAs) to order Cell Phones, accessories and service plans, Blackberry Devices, accessories and service plans. The IRS intends to purchase new Cell Phones, Blackberry Devices and accessories, Wireless Broadband Cards and Broadband access service and Satellite Phones and services as required as well as new service plans and renewing existing service plans. The duration of these BPAs are for a period of three years. The IRS desires to obtain discounts from GSA Schedule prices based on our anticipated ordering volume. Your quotation is being solicited under the provisions of Federal Acquisition Regulation Part 8.4 Federal Supply Schedule. Request for information may be requested from date of posting and a quotation package shall be submitted to includes the following by 2:00 p.m. October 20, 2006: (1) Pricing: A completed pricing model that reflects proposed prices and associated discount structure for the items listed. The proposed prices will be used for evaluation purposes. The discount structure will be applied to GSA Schedule prices when ordering. All prices shall be FOB Destination. Open market products are to be clearly indicated. (2) A brief description of order management tracking, warranty and return policy, and delivery lead times on large purchase shall be included. Large purchases are defined as approximately 500 items. (3) Points of contact (name and telephone number), GSA Schedule Number, business size and payment terms. Quotation packages shall be submitted to the undersigned either electronically at

Award will be made to the Contractor on the basis of its proposal being the most advantageous to the Government, price and other factors considered. In making the selection, the IRS will consider (1) evaluated priced using the Encrypted Wireless Access Solution Rate Card and other price analysis techniques, (2) the extent to which the offeror can provide the required items via the GSA Schedule, (3) various service plans, (contractors must provide National Coverage) trade-in, maintenance, billing features and inventory (4) the extent to which the offeror provide ease of management (order racking, order placement, etc.) and (5) warranty and return policy.
