This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is DG133W-09-RQ-0258, and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-30. This solicitation is a small business set-aside. The associated NAICS code is 511210, and the small business size standard is $25.0 million average annual receipts. Contract line item number 0001: 1 each Retina Enterprise 2500 IP - Perpetual License (Manufacturer Part No. RetE-Sftw-CS-02500-1) including Retina Network Security Scanner, REM Security Management Console and one year of standard support 8x5 -- or equal. For a product to be equal, it must meet the following salient characteristics: (a) The scanner must be able to identify various operating system platforms, networked devices, databases and third party or custom applications. (b) It is important that the scanner provide an accurate discovery of the operating system and must use various discovery methods such as ICMP, NETBIOS, NMAP signatures and registry key detection. (c) It must also have the capability to scan for wireless devices when needed. (d) It must be able to scan active ports and confirm the correct services associated with those ports so that any malicious activity can be identified. (e) The scanner needs to have the ability to test remotely. (f) The vulnerability database must be updated on a regular basis to allow for proactive scanning and the ability to catch any new vulnerability. (g) The scanner must have the capability to produce customizable vulnerability assessment reports that can be viewed from a technical and managerial viewpoint. Delivery of equipment will take place 30 days after award. The performance period will extend for one year after equipment delivery to cover the one year of standard support. Deliveries shall be made F.O.B. Destination to the attention of Doris King, NCEP Central Operations/W/NP1, 5200 Auth Road, World Weather Building Room 307, Camp Springs, Maryland 20746-4304. Government acceptance shall take place at destination. FAR Provision 52.212-1 applies to this acquisition, and there is one addendum to this provision. Specifically, this addendum is as follows: "With respect to Paragraph (b)(4) of FAR 52.212-1, a technical description is not required if the quoter is proposing the brand name product. However, if the quoter is proposing an "equal" product, the quoter should include product literature demonstrating that its proposed product meets all the salient characteristics set forth above. Further, if the quoter is proposing an "equal" product, the quoter shall submit a product sample (pursuant to Paragraph (d) of FAR 52.212-1)." FAR Provision 52.212-2 does not apply to this acquisition. Any purchase order awarded as a result of this RFQ will be to the lowest-priced quote from a responsible quoter. The quoter shall include a completed copy of FAR Provision 52.212-3 in its quote. FAR Clause 52.212-4 applies to this acquisition, and there are no addenda to this clause. FAR Clause 52.212-5 applies to this acquisition, and the following additional FAR clauses cited in Paragraph (b) of FAR Clause 52.212-5 are applicable to this acquisition: FAR 52.219-6; FAR 52.219-28; FAR 52.222-3; FAR 52.222-19; FAR 52.222-21; FAR 52.222-26; FAR 52.222-36, FAR 52.222-50; FAR 52.225-1; FAR 52.225-13; and FAR 52.232-33. There are no additional contract requirements or terms and conditions. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.
