Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation, FAR, Part 13. This requirement is a small business set aside. This requirement is for the United States Department of Agriculture, USDA, Animal and Plant Inspection Service, APHIS, Plant Protection and Quarantine, PPQ), 3645 East Chipman Road, Phoenix, AZ 85040 iv The solicitation number is 147873 and the solicitation is issued as a request for quotation (RFQ). v. The full text of the Federal Acquisition Regulations, FAR, and Agriculture Federal Acquisition Regulations supplement, AGAR, may be accessed on the Internet at http://www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar.html. vi This requirement consists of one (1) line item of 410 bottles of Fumagilin B, product must contain 21 mg Fumagilin base, Fumagillin Dicyclohexylammonium, per gram of powder H.S. The USDA uses this chemical to prevent the establishment of Nosema in mass reared colony of pink bollworm (PBW). Fumagilin B is added to larval diet and Moth liquid diet. The Fumagilin B must be delivered in 16 ounce bottles with 9.5 grams Fumagilin base per bottle. The expiration date on MUST be listed on each bottle. It is anticipated that a firm-fixed price contract will be awarded, with full delivery of 410 bottles on or before MARCH 1, 2008. The Government intends to make a single award to one responsible offeror whose quote will be most advantageous to the Government, price and other factors considered. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. The following text is added to Paragraph (a) of FAR 52.212-2: The award will be made to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government: technically acceptable, past performance and price, and having approximately equal weight in the award decision. Past performance is a measure of the degree to which an offeror has satisfied customers in the past, and complied with federal, state, and local laws and regulation. A trade off process will be used to evaluate quotes. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. x.
