Notice of Intent to Sole Source: VA701-17-Q-0122 OpenAthens Authentication Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Eduserv for OpenAthens identity authentication and access management system services. Justification: The Veterans Affairs (VA) and Veterans Health Administration (VHA) requires continuation of OpenAthens identity authentication and access management system to enable authorized VA remote users to access external, commercial, and electronic resources in which the VA is subscribed to. This service meets the technical requirement that access does not need to be provided to the VA computer network or any software or hardware connection to the network. It is a completely internet based resource and product. It currently has existing relationships and compatibility with 95% of the contractors/publishers that VA libraries purchase licenses from. At this time, there is no solicitation. If your company feels it can provide the requirements of the service, please review the requirements below and provide a capability statement. Background: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires existing commercial off the shelf (COTS), web-based, identity authentication system that will be made available to authorized VA remote users. These services will enable authorized VA remote users to access external, commercial, electronic resources (such as clinical and business reference publications and databases) that the VA has subscribed to. Currently, the VA utilizes these OpenAthens Authentication services on an institution wide basis. The VA s goal is to maintain uniform availability of high quality access to resources and identity authentication throughout their system. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
