The Army Contracting Command-Aberdeen Proving Ground, Fort Huachuca intends to extend a sole-source bridge contract under the authority of 10 U.S.C. 2304(c)(1)(B), Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. This sole source extension will be issued to GC&E Systems Group, Inc., under the current contract, W91RUS-15-C-0001. The requirement is for existing non-personal services for operations and maintenance (O&M) of the Ft. Bliss, TX Network Enterprise Center (NEC) including: support requirements for Administrative Telephone Services (ATS), such as Switchboard Console Operations, Inside Plant (ISP) Operations, Outside Plant (OSP) Operations, Customer Service Desk (Tier I), Customer Service Support Center (Tier II, Tier III maintenance support), Land Mobile Radio (LMR), and local area network (LAN) maintenance of the installation infrastructure to include Computer Aided Design (CAD) wire line drawing maintenance. Performance includes administration; management; supervision; provide materials, parts, supplies, tools, and equipment other than Government-furnished Property (GFP); provide vehicles for operation and maintenance (O&M) of information systems and infrastructure at Fort Bliss, Biggs Army Airfield (BAAF), William Beaumont Army Medical Center (WBAMC), Site Monitor, and outlying ranges (McGregor, Oro Grande, Dona Ana) as required by the Network Enterprise Center (NEC) at Fort Bliss, Texas. The bridge contract extension will be put in place to provide services while protests filed against the Information Management Communications Services (IMCS) III multiple award IDIQ (contract numbers W91RUS-15-D-0002 to W91RUS-15-D-0016) are resolved. The extension will consist of a six month period of performance from 1 June 2015 through 30 November 2015. FAR Clause 52.217-8, Option to Extend Services, will be included in the contract. This Notice of Intent to award a sole source six month extension is not a request for competitive proposals. No solicitation or Request for Proposals (RFP) will be issued. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received.
